The Hal Roach Studio page on facebook had some commentary about this photo that indicated it was taken during the production of THE FIGHTING PARSON in 1929, after which another photo was posted with additional commentary.
Tim Greer: Here's an image to confirm that the above image was taken during the filming of THE FIGHTING PARSON. To me, it looks like Thelma and Fred are wearing the same outfits (even down to the pen in Karno's coat pocket) as shown in this photo with Langdon.
