The guy with the "frozen face" reminds me of Ned Sparks.
Bogus kidnapping plots done for publicity are a recurring thing in fiction. When Thelma Todd was receiving kidnap threats in real life the authorities acted as if it was something that was being done for publicity.*
*The writer of the threatening notes was eventually caught. At that point he himself he had done it so that Thelma Todd would get publicity. But nobody had any way of knowing that when the notes were sent.
