This is a black and white photo that has been tinted to give it the appearance of a color photo.
I can't read the signature, but by an odd coincidence, I have what appears to be a different copy of the picture from an ebay listing which has the signature enlarged so that you can read it better.
It says, "To Lara, Kindest regards, Thelma Todd."
